An Alford plea is when a defendant agrees the state has enough evidence for a conviction without making an admission of guilt. The victim told police that she believed Parran had been taking drugs when she gave him a ride home at about May 24, , previous reports state. During the ride, Parran became enraged when the victim received a text message from a phone number he did not recognize. As a result, he beat as well as repeatedly strangled her into unconsciousness in the driveway of his home.
The victim reported that Parran then dragged her to the back of the home, where he strangled her, causing her to lose consciousness and the strength to resist. He forced her to perform a sex act on him, threatened to knock her teeth out if she resisted and ripped her shirt in anger.
Then he further sexually assaulted her. Police photos taken at Calvert Memorial Hospital the next day, according to the reports, show the victim sustained injuries like bruises, abrasions and broken blood vessels.
Police arrested Parran at his home, where they also found the ripped shirt the victim had been wearing the night before and her cellphone. Marsh, who has been in constant contact with the victim, said this information was completely incorrect. I think the facts in this case were able to show the full picture of Mr.
Marsh also played a video for the court of the victim responding to the statements of Parran still having a chance to be in her life. In this video she expressed her viewpoint on the May incident.
Marsh requested the court stay within the sentence provided by the ABA plea agreement. Lester referred to substance abuse issues as the cause of the incident, adding that Parran had no dispute with having no contact with the victim. The sentence commences from May 25, , giving Parran some credit for time served in pretrial custody.
Parran must also report as a tier 3 sex offender on the Sex Offender Registry. He will be on five years of supervised probation upon his release from incarceration. After the sentencing, a hearing for a lifetime protective order against Parran for the victim was held and granted by Chandlee. Any violation of that protective order would result in a violation of probation for Parran.
